Over or behind the content?
"Over content" draws the watermark on top of everything, which is the hardest to ignore. "Behind content" places it under the page's text and images, so the document stays easy to read; on pages that are one big scanned picture, it will be hidden behind the scan.
A watermark is part of the page content. It discourages copying and shows a document's status, but anyone with PDF editing software can still remove it, so it is not a security feature.
